Which Effect / Filter is it?

Hey,
I'm a newbie here. Registered just to get expert opinion from you people.. Could you please tell which effect / filter is used in following pictures? It gives somewhat cartoon-like or painting-like look to the picture

i am not sure if any filter is applied, they look like normal pictures, maybe levels adjustment, color adjustment and brightness contrast adjustment have been applied.
 
Gotta agree....looks like a bit of "quasi" HDR..I do suspect some vibrance was added, possibly a bit of sharpening.
 
Could be HDR for the brilliance. Might be use of a topaz filter for the "drawing" effect. Hoog suggested taht mybe it's the CS6 oil painting filter (guess that depends on age of photo) or could be done with it.

You are correct. The filter is called "Topaz Clean"
 
Second that got the topaz suite , looks like he used clean and maybe detail

Yeah you can tell it's topaz from the "stylizing" patterns it added on the cheek and jaw on the third pic, personally I like Blur>Surface blur better because of that!
