what filter is it?

I would like to reproduce this effect on a photo.
I know the original image was a photograph, any ideas what filter(s) I would need to apply in order to get a similar result?

the image is a few years old so it's a latter version.
blur and cutout gets close but there is some color highlights at the edges that I can't get with cutout.
 
what's the image you are tying to manipulate? if you want to, post it up on here i, or another member will experiment with the filters and tell you what we get that may look close to what you want.
 
Many ways to achieve it but I would say the easiest way would be to go to image > adjustments > posterize and set it between 1 and 5 1 being very heavy 5 being not so heavy.

If you have illustrator then you can vectorise it or bitmap
 
here is the original image, Thanks for the help! I'm guessing it's a combo of filters and will just take some experimenting to get it right.
