I suspect the question mark is combined with a drawn pipe shape. IDK what the font is, but there are plenty of font websites where you can search sans-serif type. I have only made water droplets once. So I found some tutorials, most of them similar but slightly different. You may need to make some custom changes, like the white streaks which might be made with a brush and a gradient overlay.
