It looks sorta-kinda like the tip of the handlebar on a bicycle or scooter, wrapped in blue foam padding, but not really. Ya got me.

that's a long way off, it is much much smaller than that! I think about 20 could sit on a handle bar. Further pic clue when i get back this evening.

It looks like a leg of some sort of insect The blue color has me stumped perhaps a beetle?

close enough you got it, though i think its a dragon fly not a damsel, as it has its wings standing away from the body
