This is using the new oil painting filter in Photoshop cs6 and then an effect called glamour glow on it.

If you have older versions of photoshop you cah download a free plugin from adobe called pixel bender and you can achieve similar things

It's not one adjustment that made this image look this way, there could be dozens of individual adjustments to this image to make it looks.
