You can create these effects manually in Photoshop if you don't want to pay for Knoll Light Factory. Use the shape tool and select a starburst shape and create the new shape in the center of your canvas. Rasterize and blur it quite a bit. Add a bunch of noise. Run the Radial Blur filter: Amount 100, Zoom, Good. Click cmd-F to repeat the radial blur as many times as it takes to get the look you're after. This will get you a basic shape to fill with color or blend or glow or whatever you want. Try the technique using all sorts of different shapes for variation.
