How to create a shine effect.

Hello!

How would I create this effect on a photograph, to make it look like a light is shining on the photograph?

I have attached an example.

you can use lens flare to add lighting effect, if this kind of effect is the one you want to achieve, filter menu > render > lens flare

this is probably done in a 3D software, if not impossible then extremely hard to do in photoshop.

If you are talking about the white circle only then that can be created, use the elipse tool to create a circular shape for the light. use a soft edged brush with low flow to add glow to the sides or you can use layer options to add outer glow.

I agree it is a rendered 3D frame. It is too good to make it easy and fast in Photoshop.

Thats 3D Object .... Photoshop is Great but it hard to render 3D
