Hi, I recently had images of my families eyes taken that are similar to the attached image. I was offered several effects to chose from, but at the time I opted to have none and just paid for the digital file unaltered.
I now regret that decision and would like to try to add a similar effect around the eyes as shown in the image.
Could anyone recommend a plugin that could achieve this effect or something similar, or is there an easy way to recreate something like it ?
Any help would be greatly appreciated.
