How do i achieve this photoshop effect?!

Resolution should not effect the Oil Filter at all. Sharpen would have a less noticeable effect on the high resolution image, the 600 x 600 would have more to gain thereby being much more noticeable.

Really appreciate the reply bro. Now that you mention it the filters do work but, it requires me to raise the sliders 4 times as much to notice the effect.( and also add 5x the sharpness to some photos to get a similar effect). Is that normal with HQ photos? I also can't seem to get the desired effect I want that I can with smaller images, I mean it still works but looks a lot different. Here is an example :)


I don't know if you can really tell but the hair in the first picture has a completely different effect than the mustachio in the second picture. It might be the image, lighting etc. idk but it's puzzling me :\

Yes this is normal. Remember the higher the resolution the more information Ps has to work with, and visa versa, the lower the resolution the less Ps has to work with and the effects will be much more noticeable. Also remember lighting and color play a role in there as well.

The Oil Paint filter settings are going to vary with each image you work with. You may have to raise/increase the settings, but as long as your ultimately getting the desired effect, then no worries. The same holds true for the sharpen filter. However, you can just as easily take the higher res/sized image and make it smaller before starting your project if you prefer the effects on the smaller image.

It's just a matter of experimentation. Not sure what caused you to try the sharpen filter, but somehow you figured out it worked for the desired effect you were searching for. As for mine, I was using two images, one before the Oil Paint filter placed under the second one with the oil paint filter. I then applied a layer mask to the second (one on top) and used the Brush Tool set to black and a lowered flow rate ( 3%) to bring back the detail. But hey, it's about what works, right?

This information is GOLD! THANKS so MUCH! Yeah the quality of the photo definitely comes into play. I noticed the lower quality the image the less you need to raise the sliders for the effect to come in and the higher the quality the more you need to, Same with dimensions (makes sense). Also bad lighting vs good lighting makes a huge difference to the effect it gives when you use the oil filter or sharpener. Good night <3
