How do I achieve this effect?


it would be much easier if you could provide a before edited capture and an after capture then we could work out the differences a lot easier a link to the site would be an idea as well because to me that looks like a basic screen cap from the game no editing involved
I couldn't possibly give you his before caps but I can definitley give you some of my own from the same game. They are provided below. Like you said, sure can't tell without the before and afters. I truly think he's using layer masks a lot, but again, how can we tell? Ah, sorry, posted without seeing yor reply. However, I still ask, do you have one that has more of the elements of his last pic you posted? ie: with the car in it and bodies nearby? Maybe this is nit picky but it's really hard to compare diversely different images.

I played around with it a little and got some interesting effects, but I'm not quite sure what the aim is. If it's just to make daytime shots look like night, that's one thing but if you want shadows and lighting effects it's a much more complicated project.

Here's one of the ones you posted, and what I did to it, mostly with layer masks, followed by the original file. This was done very quickly and could definitely be improved on if you worked at it a bit.

I think one of the obvious answers to this riddle is that this effect -- to discover it -- will take considerable time and that is more than busy gurus can do for the most part. If you were able to put this in freelance, someone might be willing to spend an hour or two to discover if it's 3 steps or 12. It's not a matter of simple this and simple that. It's kind of like getting Coke's secret recipe. If you ask me.
 
Well, I can someone see that he just simply created a new layer with a bright color, lowered the opacity, and feathered it for a brightness effect.
Also, he made a new layer, painted it black, and lowered the opacity. That's jst my guess, though. I'm probably way off.
Or, you could just use a gradient.
