how can i get this effect on photos through photoshop ??

Agreed, Steve, but you can get pretty close to this with manipulating a "regular" photo.

It's using Photoshop.
Open the image and create a new adjustment layer or solid color layer. You have to play with the settings and adjustments to get the effect you need.

Yes you can if you already have an image but the color isn't the problem it's the soft shadows.
If you have an image in mind why don't you post it.thank you
what about the dark background in the photos...how can we make the background dark ....?
Different images will require different manipulations, there's no single best way that applies to all photos

In my example, it has a black background to start with.
With day scene pictures, I would lower the lightness setting that you see in the second image. But that may depend on your picture.

This was mostly done in camera not photoshop.
The proper way to do it is from candle light good iso settings etc,
But you can easily recreate it with any light source you can control ie a lamp all you need to do is create flags so the light does not spill and light the room up with ambient lighting.
shine the lamp towards your subject from the side and use some kind of shield to block the light spilling behind them prefereably somewhere large enough that you have a few feet from any wall. It can be blocked with card or easier still aluminium foil make sure your light source is as close to your subject as possible take the shot.
Open up in camera raw and adjust the warmth of the image
