Yes, the photo is really that dark. It is on tin, which is why it is so scratched up. Here is one that I lightened with my scanner @ 1200 dpi.

Also, should I get the lighting right before I start working on the photo?

Can I cut them out and paste them in a better background instead of trying to fix the background?

I haven't opened it in PS but I think that's a better starting point.
Now the question is what do you want this to look like when you're done.

To go for a perfect restoration is next to impossible.

There is popular software available that actually ages pictures so I would use what you have to your advantage.

Personally would do what I said in my last post don't worry about the scratches in the background.

Make them uniform when you repair the damaged areas.

Concentrate on the people.

I think I would get the lighting and contrast close before starting.
I don't know if your version of PS allows you to do your cloning on a separate layer but if it does, that's what I would do.

Well yeah you can, but I would add a new background layer and mask the image rather than cut the people and paste to a new image.
 
Ok, here is what I've got.

Here is the before and after...but I'm not sure I'm done. I wish it wasn't so grainy.
Any suggestions of what else I can do, or what I did wrong, or what could be better?

I am embarrassed to say I did not know how to add a anew background layer, but I figured it out. I'm not sure I'm happy with it though.

Considering what you had to start with thats very good, you colourised it also.
 
I just wanted a slight color on it. They are darker complected and I am not good with fleshtones. I'm not that great at coloring either...lol
