what size box do you want and what thickness should the border be. What i would do is open a new document->select rectangle marque tool->make a selection->right click within the selection->select stroke option->choose the thickness of border.....and you are done. do this on a new empty layer (or on the main layer if it is transparent). save it as PNG.

this maybe useful. you can make fixed dimension selections by choosing the style at the top bar
