Help on Effect

Hey guys, does anyone know how the effect on the right is done? I've tried different ways but just cannot get it right. It would be a massive massive massive help if someone could help.

i did this with levels adjustment but i think you can achieve it with curves as well and with curves you will have more control.

Topaz detail - Large + Medium detail boost play around with the exposure a small bit.

Thanks guys, stufflol that is excellent exactly what i need. however im still having trouble doing it on other pictures im running on Elements 5.0

@stufflol isnt the topaz filter an extra plugin, i have cs5 extended and i dont see it in the filters menu, i remember watching a video where the guy said it was an extra plugin but not sure.

Yep topaz is an additional plugin, you could use similar plugins that enhance detail of images
