You need transparency in the image, and in particular within your marquee boundary, for that to be enabled.
It can't 'preserve' what isn't there.

No worries...
All you need is in post #17
Once you get rid of the white background you can then just delete anything you don't want with the 'Eraser' tool.....just remember though, using that tool erases it permanently....although you do have 'Step Backwards' if you do make an error.
'Step Backwards' takes you back through the 'History'...Ctrl + Alt + Z, whilst Ctrl + Z just toggles the very last step you did.
