can anyone help me achieve the look of this image. I am assuming it is some kind of filter that gives a photo the look of a graphic or a painting.

I'm pretty sure the PS filter used to achieve that effect is called "Topaz Clean" by Topaz Labs

Using a default preset "Degrunge" or some similar variation,

see example below
