Specific Extract Image from Old Magazine

Can somebody please isolate the cartoon image of Rubinoff from this old magazine while still maintaining its high quality? I would need just his face with the shirt and tie without the rays coming out from the sides of his head, the top of his head, and around his shirt toward the bottom. Thank you, gurus!
