my main purpose for photoshop is creating mixtape (or album) covers and every time i see a cool text design i want to try in a cover design, it always involved the background being a certain way (mostly black.) if im restricted to what the background has to be, how am i supposed to use the text in covers? is it only possible for the text to be created on the background that the tutorial says? i see a lot of these text designs in covers but i don't understand how to do them if my background has to be plain..

Tutorials are designed for inspiration take away the techniques taught and apply them in your own way if you only need the text elements then only do the text parts.

I say follow a tutorial to get the idea then try doing it again without following the tutorial but making it more to your needs and liking.

i've never been good with text tho, its something im working on. but could the purpose of them be to create the text on the background shown in the tutorials and then to move the text and apply it to the cover? would that work?

Yes you could do that I have hundreds of psds with just creative text that I can drop into any psd and edit as and when needed.

Especially if it is text that has about 30 steps to creating
