Converting Embroidered Logo

I'm looking for some assistance with converting the attached embroidered logo into a usable logo that I can manipulate and print on a t-shirt/sweatshirt. Based on what I've read, this is very difficult (possibly not even doable) but I wanted to get your input before I tell my customer that it can't be done. I've been working on other logos for my customer, but she's pretty set on this particular one because she's had it for 40 years. As always, thank you so much for reading this and providing any input. I do not know the requirements for printing on T shirts yet the approach I would take would be to
- Create the text with Text in Photoshop following a curve/circle path
- isolate just the horse and blur it down to get rid of the high details
- Then run it through the Tracing function in Adobe illustrator (it has lots of options such as limited colors etc)
Just as an example, I am showing the pixel version in the upper left part of the horse and the vector version created afterwards in the lower right portion.

I am not sure this is simple enough for T shirt printing yet that would be the type of approach I would take

Ah, thank you so much. The vector version would work perfectly with what I need. However, I don’t have illustrator so I will need to see if Photoshop can do something like this. I’m still a bit of a newbie with Photoshop as well.
 
If she has had the logo for 40 years, ask her for the template she gave for the embroidery.

This would provide a much better basis for a vector graphic. That would be my first approach.

Good afternoon. Thank you so much for putting this together. However, I do need some additional assistance if you wouldn't mind.? I need to remove the "REN" from "CHILDREN", and I can't seem to figure out how to delete these three letters from Photoshop and format it correctly. I tried using the Selection Tools as well but it's not cooperating. I know it's user error on my part but I'm just trying to learn. I've attached both files to help with a visual. The logo should say "Carousel World Child Care Center Staff". Thank you so much for your assistance. It's greatly appreciated.
