Challenge 25 : Car Chop

How do you made these effects with distorting? As on this pic as on the red car before... In fact, I have no idea how to do something like that... Well, I only use Gimp and never have seen Photoshop, so I don't know if this question can be useful for me, but even so - maybe there is something similar in Gimp...

In Photoshop I do these effects with the Liquify tool. I never used Gimp, and I wouldn't know if there is a similar tool. Maybe other members can help you here.
