Trevor is absolutely right: If you have other frames, one can load successive frames on separate layers / in a stack, pin register them, then do a median or average filter on the bunch and vastly improve the resolution. There is software designed to automate this process for exactly the situation we have here, ie, low rez surveillance footage. Unfortunately, such SW is not cheap and often is only sold as part of a combined hardware/software "solution".
