help lowering image size but keeping resolution

Hey guys!!! I got this original picture that is 1000x336. I needed to be 241x108 but when i change the image size to those values i loose resolution. i was wondering if some one can help me do this with out loosing any resolution. I really need this pic to be those values or close at least. i have attached the pic.

You can change the document size of the picture without losing resolution, but you can't change the pixel dimensions without losing resolution. Pixels are pixels. You could make the image 482x216 and code the image to 50%. It will look a little better.
 
Well keeping the constrain proportion means that you will need to re crop it so that when you resize it then it will resize it evenly.

So however much you resize it needs to be equally divided so for example if you had a picture 8 X 4 and your wanted to half the size you would need to make it 6 X2 and half again 3 x 1 etc otherwise it will distort the image. Once you have a good ratio then you will want to go to image size and select bicubic sharper for the resize.
