How are the glowing light rays made on the Windows flag?

as always there is more than one way to skin a cat but try to play with blur filters, like radial blur

Thanks, I tried that, but it doesn't really look like the original. The corners are too blurred and the shape is not as clear. Also, how do you make the colors brighter in the middle?

I used Windows metro colors btw
