why not able to open filter gallery

Wanted to ask this because I don't really understand the reason for this phenomenon yet.

In some cases, for example if I have a new file with some background image I am not able to open the filter gallery (it is light grey), why is that.

I also tried to create anew layer, or convert the background to a smart object etc but still it doesn't work.

Would be nice if somebody could help me with understanding this.

Thanks but resetting didn't work.

However I just noticed that it worked when I changed the image mode from 16 to 8 Bits/Channel? Is that correct, is the filter gallery not available on higher than 8 bit files?

what version of pds are you using I am guessing it is not the image or a malfunction but rather the image mode go to edit image and make sure it is RGB and not indexed colour etc...
 
Thanks, the picture is RGB, and it works now since I changed to 8 Bits/channel. Maybe that is really the reason.

Yep that would be the issue all though some filters will work at 16 bit I think most of them limit out at 8bit
 
That is correct, some of the filters will not work in 16 or 32 bit mode. While other things such as the Vibrance adjustment will only work in 32 bit mode. You'll also find that you can apply some of the filters to Alpha Masks created from the Channels panel. Examples are the clouds, noise, and I think any of the Black and White filters found in the Filter Gallery.
