Why are all my "Arrange" options greyed out?

I want to tile all my images horizontally but it won't let me. All of the options are greyed out. Any ideas on how to un-grey them out?

I'm not a Mac user but I seem to recall there is an 'Allow Floating Windows' option in Prefs > General...???

Is that turned on if its there?

Its not an option you can turn off in the Windows version so I can't confirm this.

I don't see that as an option under Prefs > General. I have PS CC 2014...

Yeah sorry about that.....it appears its just an option in 'Elements'.

There are Mac users here on PSG, I'm sure someone will know whats going on.

Where is your tools options bar? You have it checked but I'm not seeing it.
