Where are the scratch disks & how to empty them, please?

I wanted to create a blank file in Photoshop cc. A message saying:
"Could not complete the command because the scratch disks are full."

Where are the scratch disks & how to empty them, please?

Open up Photoshop Preferences and go to the section on "Scratch Disks"
It will tell you which disks are being used for scratch disks and how much space is available for the scratch space for which Photoshop has access.
It also should tell you how to change the scratch disk etc.
Note that probably means that your disk is getting full and there is no "free" space to use as scratch disk. To make more room, you either need a bigger disk, an additional disk or need to free up space on the identified disk in Preferences
