What tool/technique should I use to achieve this swirl effect?

What tool/technique in Photoshop should I use to achieve this swirl effect?
I've created a horizontal line using the line tool and applied Filter > Distort > Wave, but I'm struggling to recreate the effect.

I don't see a swirl.

It's a wave in the line. Verrrrry hard to see.

Sorry, subtle wave would be a more accurate description.

Using texture is one of the easiest way to get this.
