What settings should I use for a big banner to be printed??

Hey, I am new to this environment so I need a little bit of help. So I am designing a banner that's 288x32 cm , and I am asking what settings should I use , should it be 300 pixels/inch , should I design it in low dimensions maybe 28.8 x 3.2 cm or should I design it in real size, will it not be in low quality if I design it in low dimensions and what format should it be for printing. The banner is to be seen at close range. huh.gif huh.gif huh.gif

If someone can help me I would be pleased.
 
I work everyday with banners, flyers and car wraps here are the settings we use:
Normally you can use 72PPI for printing banners if printing company use old machines because you will not se any significant difference between 72 and 750PPI but you can set it to 150PPI and you are in half way of quality vs file size :)
I you choose 72PPI work with target dimensions without any scaling, and I would also suggest same with your banner 100-150PPI with dimensions 1:1 .

PPI's like 300+ are perfect for small size like, business cards, flyers etc.

Hope that helps, but It's always best to call your print company, because only they will know all that stuff :) Size, PPI, file format and bleed :)

Thanks for the information. Because this is my first work can you tell me what should I do with the bleeding or should I ask the print company about it.
 
Bleed is a part of image that will be cut off, but it's for safety reasons because sometimes design will move a little and in that situation there would be a white area after cutting the edges. It looks like this:
