What kind of effect(s) would this be?

photoshoph411.jpgI have seen numerous images like this where the image is distorted along with other kind of effects (so it seems) in the photo but I'm not sure how to do this. What kind of effect(s) would this be called and how would I do it?
 
It's called Noise...

Click the Filter menu > Noise

Then you can select from the following options:

* Amount. Drag the slider, or enter a value between 0.10 to 400.

* Distribution. Click the Uniform option to create a more ordered appearance, or Gaussian option for a more random pattern.

* Monochromatic. Select this box to apply the filter to the tonal elements in the image without changing the colours.
 
There's also quite a bit of lens distortion (notice the pole on the RHS holding up the sign is curved, not straight) + what is called "keystone" distortion (notice that the building on the upper LHS leans in, as does the sign and other objects on the RHS). Also, the blacks are muddy and the color balance is off -- there is an overall cyan cast to the image. My guess is that none of these "effects" were intentional. In other words, they were probably considered flaws or problems with the original image.

That was my first thought...a little lens effect, underexpose, Voila.....
 
Although the look could be closely duplicated with a digital camera, the cyan - orange coloration makes me think this probably started life as a piece of film. :-)

The grain looks to uniform for it to be anything else but an addition for me.
 
You've got a point about the grain, Paul, but unfortunately, we'll probably never know for sure, even if the OP does return.

OP, if you are still following this thread, could you let us know where you saw / found this image?
