You can achieve this pretty easily. You can increase the saturation of the blue and red channels and decrease it on the green channel. It's best to do it by eye and not a filter so that you get optimal results.

I'm thinking clipping masks were used individually to the model and BG using like you said, the colour balance adjustments.

Could be wrong though.

Duplicate layer, burned up and browned out, use a soft eraser to allow the color where you want it, then add text on top
