Hello!

I just wondered how to create a similar effect to the one shown below. I understand it may have been drawn etc but surely there is a way to make something similar with an image that already exists?

Any help or advice is greatly appreciated!

Note - Not bothered about the writing on him just the obvious effect the image has!

The problem in answering your question is that "the obvious effect the image has" is not just one effect, as you seem to think.

I could probably enumerate at least a dozen different effects that were all important in creating the overall look of this graphic. These include:

  1. making of, or conversion of a photo to a line drawing,
  2. compositing multiple layers,
  3. drop shadows on text,
  4. achieving the overall yellow cast, but preserving variations within it, and not wiping out other colors,
  5. other text efx such as text on a diagonal,
  6. liquid dripping effect,
  7. grunge / noise effect in selected areas,
  8. painting a color (red) within well defined boundaries (ie, making selections),
  9. choice of appropriate stock images,
  10. selection of appropriate blending modes,
  11. ink splatter effect (lower RH),
  12. use of what appear to be lines of text to shade the face,
  13. etc. etc.

This is not to discourage you, but I think it would be better for you to advance your skills by learning how to dissect such an image into component efx, and then focusing on one or two at a time that interest you.

HTH,
