This can be done with the Mosaic filter.

Sorry for the edits. I thought they removed the mosaic filter in CC, but they didn't.

I would duplicate my image.
Convert to a Smart Object. (We want to do this so that we can edit the pixelation effect later)
Go to FILTER > PIXELATE > MOSAIC.......then adjust the cell size to your liking.
