Web Template in Photoshop

Hello, Friends i have seen many dynamic websites which have been designed in Photoshop. But don't you think that web template design in PS have limited features? means it is only a static page. We need special softwares to edit our page or convert it into CSS.

Design is the key word. Designs usually don't have functionality, they are just a visual representation of the way something can look. Of course they are not functional on their own, they need to be 'programmed' in order to work.
