Video Enchancment in Photoshop?

Hey,

I was told that photoshop is capable of editing movies and such in much the same way you edit photos.

I tried opening an avi file but it seems that it opens it frame by frame. I don't want to have to edit a movie one single frame at a time. .

Isn't it possible to get it to come up on the timeline and set effects across the whole board like in the videos I have seen of people editing .mov files?
 
Use the motion workspace. From the timeline panel at the bottom click the film icon to add media. To add an effect to whole clip you need first to convert it to a smart object, otherwise filters will only effect a single frame.
 
CS5 and lower you need extended for video. When you said you didn't have a Motion workspace I assumed you didn't have CS6. If you have CS6 then you should be able to edit video.
