Specific Vectorize my photo

Hi! I'm trying to use my husband's face and torso as part of the logo for our small business. I want his face to have a "vectorized" or "cartoon" type look. Any of these photos will do, whichever is easiest. Can you use Photoshop to help accomplish this? (Also, if so, can you remove the background too?) Thanks!!!

I did that, @JazzyScotsman Shirt and hands are still the result of LiveTrace. Face has been painted on top using PS.
Since the quality of image is not that great, the result of
1) 3 colours is:
1369-Before3-Nacho Ordinary Photo 4 - Copy.jpg
2) 6 colours is:
1369-Before4-Nacho Ordinary Photo 4 - Copy.jpg
3) and 16 colours is:
1369-Before5-Nacho Ordinary Photo 4 - Copy.jpg
4) LowFidelety Photo:
1369-Before6-Nacho Ordinary Photo 4 - Copy.jpg
5) HighFidelety Photo:
1369-Before7-Nacho Ordinary Photo 4 - Copy.jpg
As you can see, the lower colours options result is quite bad while using more colours option results in too much of unwanted detail that almost presents itself as disturbance. HighFidelity almost looks like a photo. So, I chose the Low Fidelity photo in PS and coloured out the unwanted colours.
 
Maybe there is too much detail on the cheeks that is distracting.

I guess the closer to the 6 colour option probably suits OP's requirement? The OP should provide an input.

Guys, I noticed that we had some suggestions to move this thread to the paid section. It has always been a long standing and absolute rule that only PSG staff can direct a request towards the paid section.
