Using CS2 and Dreamweaver MX 2004 to build web pages

Ok, my question requires what my intentions are to be explained. I sell on eBay. Unfortunately eBay keeps changing their policies, and every time that happens, I have to go in and edit over 200 listings. (It takes weeks to do that) So what I want to do is create a series of JPG's with text and pictures grouped into sections (since no hyperlinks are in the pages anyhow) and then be able to edit the section by editing the same jpg in the web hosting server, and have it update all of the 200 listings at the same time.
I have Photoshop CS2 and Dreamweaver MX2004. I spent a lot of time in Dreamweaver, and only a minimal amount of time in CS2. If I can achieve what I stated above, then I am willing to go through the arduous task of learning CS2 from the bottom up.
I do not want to embark on such a journey if I find out in the end that I cannot achieve my objective.
Can I create web pages with JPG sections that contain text, and photos, and stack them one on top of the other, and then independently edit the jpg that it is pointing to? So that way I can edit any one section of the listing, leaving the rest of it alone?

I wanted to add some more information; I am currently using Front Page for my ebay listings. I create it in design mode, and then click on "Code" and copy and paste the HTML into eBays listing. So I am talking about the same techniques to create a web page.
So the simple question is can I create a full web page in Adobe CS2 made up of a lot of little JPGs that I can stack on top of one another.
Right now I reference the jpgs that I have in the listing from my images folder on the website that I have. Ebay does not store jpgs for you for the most part.
Maybe the answer is a lot more complicated than I realize???
