Unlocking layers?

Trying to unlock a layer. I did a Photoshop search and came up with
"Nontransparent background layers are locked. To change the stacking order, color, blending mode, or opacity of a locked background, you must unlock it by converting it to a standard layer.
1. Double-click the Background layer in the Layers palette.
2. In the New Layer dialog box, type a name for the layer.
3. Set the layer options as desired, and click OK. Photoshop converts the Background layer into a new, editable layer."
IT DOESN'T WORK!
Yes, I can put in a new name in the layers palette, but the darned thing stays tightly locked. Nothing else happens other than the new name. No options become available. And there's nothing I can see in the "Layers" drop down that will help.
Would really appreciate a "key" to the "lock!" Step by step would help!

Unfortunately that didn't work either. In "edit" the "copy" isn't available... nor when I right click?? Any other thoughts please?

When i have that problem i just press ctrl+a and ctrl+c to copy the image.

Upload the image to the board if that dose not work.
