Unknown effect/filter

How would you put the square effect on a picture like this guy did.



Is it a basic filter or somthing advanced.

My guess is that:

1. Get a picture of the square grid.
2. You use put the square grid in a layer on top of the picture of the person
3. You do a layer mask on the square grid
4. You blur the outside with a gaussian blur
5. If you want the shiny bit on the left then you use the dodge tool.

I'm new to photoshop so there might be better ways, or I may not be understanding a higher level of photoshop. Hope it helps
