Turning a "7" into a "9"

you might wanna try using the clone stamp tool to fix that. there are plenty of online tutorials about how the clone stamp works, it's way too long for me to explain here. look into that... it's prob the tool of choice

You could try using parts of the 8 and 3 and blending them in.
