trouble with scale

I am trying to make a sticker with dials and labels for a pc sim dashboard. I made a canvas of 75mm by 140mm, assuming that this would translate to real life when I print it. Then I opened up a PDF of dials which print out at 35mm, it says the document size is 140mm by 127mm, yet when I drag and drop them to my canvas they are much bigger than the 75mm canvas.

To this and suddenly it's bigger?

I've got a feeling the image in the pdf document was created at a higher resolution than the image resolution you're working on.
