Transform, Delete, Other commands are applying to a curve, not the selected layer

I'm have a curve in my document that I'm using as a guide. The problem I'm having is that a lot of commands only want to apply to this curve, not the layer I have selected. I can only 'Transform Curve' for example, not the selected layer. How do I lock the curve, or set it in active, or anything, so that I can work on layers beneath it?

Not sure what you mean by curve. Please post a screenshot of your layers panel.
