Timeline Tab in Photoshop CC not working

Does anyone know how to turn on the Timeline tools in Photoshop CC?
I need to create an animated GIF and I got my Timeline toolbar at the bottom of my screen but none of the tools work within it.

Go to WINDOW > TIMELINE

I have the Timeline tab up at the bottom of my page but when I try to click on any of the tools I get one of these:

How do I get access to my tools?

You have to have something ready to use the tools on..........then hit Create Frame Animation..

You should now have access to the tools.
