I couldn't get the pics to upload so I put them as attachments, for my first ever attempt at recoloring an old picture I chose one of my favorite people, Thomas Edison and gave it color. It looks a bit like a painting, but the picture was so grainy it was hard to get it as fine as I have it.

Hair seem to be blurred, I can understand they blurred while resizing the image, use the Sharpen filter to give them the sharpness back.
The lips need to be a little dark keeping in mind this is not a female pic with Lipstick On.. Lolz
Rest looks okay to me .. good try though... Keep practising and you would get better n better
