this effect, how do I achieve pls

The effect I am after is the computer graphics effect where someone touches a touch screen as he does in this.
I have this template, but the effect is not included.

I have my own image of a person in place, but need the effect also, therfore can anyone advise me please

take the display image, put the layer on linear dodge, soft light, whatever looks good
and then play with the opacity till you like it
