Texture on a image

Hello folks

I'm trying to figure out how this texture was applied to this image or how it was made to look this way .. any thoughts? I've looked at the sketch effects in photoshop and illustrators but this seems to not be a blanket effect but target distress of sorts.... I could use some help on this!

without seeing the original near impossible to say but possibly the Threshold filter helped big time
 
I did a quicky for you.
It's not exactly the same but it will give you a starting point.

I did exactly what iDad said, I used Threshold.
I made a new blank layer, filled it with white, and set the properties to screen.
I applied the Patchwork filter at it's lowest setting of 1.
On a larger image those squares would be smaller.
Then I pumped up the contrast.

There are lots of ways to do this, play around.

yeah threshold/posterize + halftone line would be my tentative guess - or a filter similar to akzvis sketch
