I'm adding text labels (along with lines connecting the text to a circle placed on a map)
I'm having trouble figuring out how best to approach this.
There will be approximately 20 sets of text/line/circle.
When I use the text tool, for each item, PS creates a layer.
I imagine it's the same for the lines and circles.

Ideas would be appreciated.
 
You can create a rectangular or elliptical text box with the Marquee tool and add a tail with the polygon lasso tool.

Then go to Edit|Stroke pick the color and pixel size you want and then hit enter.

Use Select|Color Range to remove the background and then delete it.

You can copy and paste the text box layer to make additional boxes and transform, flip, enlarge, shrink, etc., as you copy it, if you need different sizes or shapes.

Each text box will be a new layer, and the text in the box will be another.
As you create each box/text combo, you can merge them to cut down on layers.

I would think it would be a good idea to leave each box/text as layers in case you want to move or change something but you can merge them to the background as you go to further reduce the number of layers.
