I would first mask what should stay. Then in a new layer create the blue shape Edit->Fill->Pattern, you have to create the pattern if you do not like any stored there. And animate its move.
 
Is it the effect where the guy goes from invisible to visible with an animation? .. I'm pretty sure that game the movie shows, is made with RPG maker o_o

I did not notice that, but even that should be doable by Photoshop animation.
 
Ciao come faccio a togliere lo sfondo bianco da dietro l'immagine ? vorrei uno sfondo trasparente come si fa ? ho photoshop cs5 portable e non ha la bacchetta magica mi sembra...
