Technically possible?: Batch process single or multiple files using varyable effects

Is it possible to take 3-4 effects, all mixed together, like brush stroke, solarise, warp sharp, neon... mix them all together, and process a number of pictures while changing the mix level of each effect, and also varying some of the effect settings, such as brush size, brightness, etc...

are there any scripts that can do that? any macro plugins that can control other plugins? is there a crafty programming trick that could be fashioned to vary and mix effects across a task of batch processing?

when you make an action it applies to all of the images evenly as set at the beginning. if you want to modify any of the steps on individual images i see no point of batch processing.
alternatively, you may make two or more sets of the particular actions that apply to all, and in pauses do the individual parts of editing.

A point to it would be to make videos, where series of images undergo slowly changing effects, to assemble lots of photoshop effects on top of video frames, and the assemble them into a processed film, as photoshop has better effects than any video editor

sounds like a job for photo morphing applications such as phantamorph, make start and end keyframe images and let the program render in between... eveni dont know all of the video editing abilities in aftereffects or so i belive there must be such effect as seen in photoshop, just apply them with long fade in - fade out effects.
