Specific Taking lines out, removing dust and cleaning up image

Hi. Would someone be able to take out the scan line marks in the black areas as well as clearing out all dust marks and other imperfections. Thank you!

I also needed the black hair as well. The fix seems to be deviating from the actual black color. I wanted to test the difference between 1200 dpi and 600 but there is none so I just left it. Also what did you do to get rid of them?

Here's a version with the original hair restored. The only difference between this and the previous was added saturation.
Are you looking for more detail?
Didn't do much editing - masked in a black background, added a hue and saturation layer, and some sharpening. Just now
added an overall curves adjustment layer as well as assigning an sRGB profile.
