sunburst effect

What would be the quickest way to do the effect seen below:

I'm sure there's some gradient tool action going on somewhere but I want to be sure
 
Use the Polar Coordinates Filter...

First prepare you color stripes layer in the way and color you like then apply the filter. My example's stripe layer is not equally proportioned which why the resulting sunburst follows suit. Create your stripes in even columns.
 
Just to add helpful hints....

To replicate your sample image you must have 36 column stripes - 18 blue and 18 black in equal width....

.... the first and last stripe in the column strips will be joined at the top/center most ray to complete the sunburst array. This means you need to rotate the resulting image to match your sample.

The seam where the 2 colors are joined are crisp and sharp compared to the others. You may need to use the blur tool to match the other seams.
